
The rally compound shall be fenced on all sides with posts firmly fixed, carrying an approved type of mesh, e.g. ringlock type fencing or high density polyethylene mesh as used by Government Authorities or other type of fencing approved by the Safety Committee. The fence to stand approximately one metre in height.
An approved fire extinguisher and First Aid Kit shall be present.
Only operators of engines and machinery and club officials are to be allowed within the compound while engines and machinery are operating.
Any signs erected by clubs shall be erected securely and not liable to blow over.
Operating engines shall be in a safe working condition.
Special attention shall be given to items such as;
Flywheel keys,
Belting,
Fuel lines,
Shafting,
Spark plugs,
Fuel tanks,
Magneto drives and side shafts,
Locknuts,
Hot steam and exhaust pipes.
Exhibits may be checked by a Safety Committee member at any time. In the event of a dispute, the exhibitor has the right to appeal to another Safety Committee member.
Engines shall be placed in the compound with flywheels running parallel to the fence. Where engines may be better observed by placing the engine in front view with the fence line, the engine may be placed so that the rotation of the flywheel is away from the public at the fence.
All engines shall, where possible, be spaced at least one metre from the fence with one metre between engines.
The storage of fuels shall be in an approved type of metal container with a screw cap or self locking flap type cap. Fuel containers shall be stored away from operating engines or machinery.
All internal combustion engines shall be stopped for refuelling operations. A NO SMOKING rule applies and a fire extinguisher shall be close by.
No operating engine is to be left unattended.
Operators who wish to leave the compound must advise a relief attendant within the compound of the intended absence. They must also ensure that the relieving attendant is familiar with the shutdown procedure for the engine. A relief attendant has the right to turn an engine off, if, in his opinion, he considers the engine to be unsafe.
The operation of all driven machinery is subject to the approval of the safety committee. All engines and driven exhibits shall be securely fastened to the ground or otherwise rendered incapable of movement. All vee section and flat belts shall be in good condition and have adequate guarding and fencing.
Chaff cutters shall only be operated with a protective cover over the knifes.
Dragsaws, Chainsaws and Power Hacksaws are the only powered type of sawing equipment to be demonstrated.
All blades on exhibited rotary mowers shall be removed and blades on mechanical scythes be disengaged except during actual demonstrations.
Radial and aircraft engines shall not be operated with a propeller attached.
Steam boilers and pressure vessels shall have an approved inspection certificate which is to be sighted by the Safety Committee before operation.
Steam plant shall only be operated by persons holding an appropriate operators certificate which shall be sighted by the Safety Committee prior to operation of the steam plant.
Shall not be operated at a greater speed than walking pace. All operators of self propelled vehicles and machinery shall hold current drivers or appropriate operators licences or shall produce evidence of competency to operate the self propelled vehicle or machinery. Self propelled vehicles and machinery shall only be driven in the designated area or while under the direction of the Safety Committee.
Vehicles and tractors shall only carry passengers if the vehicle or tractor is provided with seating for the passengers. Riding on mudguards, drawbars or implements is prohibited unless the implement was designed with a seat for the operator.
Traction engines and steam rollers shall only carry passengers at the discretion of the driver or owner, providing permission to do so has been obtained in writing from the Safety Officer. The Safety Officer shall inspect the vehicle to determine the number of passengers which may be safely carried.
Passengers may be carried on trailers subject to the following;
Machinery shall not be operated unless adequate safety guards or fences are in place.
Operators who are loading or unloading equipment with winches. ramps or other lifting equipment shall ensure that such equipment is in safe working condition and of adequate strength for the job.
No open toe footwear is to be worn and clothing shall not be excessively loose. Safety boots and overalls are recommended.
Local fire restrictions shall be observed.
All relevant Council, State and Federal Statutes shall be observed.
The intent of these guidelines is to provide a safe working area for working exhibits with safe working practices, both for the operators and the general public. Exhibitors are advised that unsafe working practices will not be tolerated and that any exhibitor using unsafe working practices will be asked to shut down his exhibit. The exhibit may be restarted. at the discretion of the Safety Officer, if safe working practices are implemented to the satisfaction of the Safety Officer.
