FAILSAFE foods are those items which can be eaten by persons with average food intolerance problems.  The Mnemonic is partially self explanatory.  Persons with greater sensitivities such as to gluten or dairy products will have greater restrictions on what can be eaten.   The FAILSAFE logo may be approved for association with food items, of both farmed and manufactured sources, which comply to the FAILSAFE specifications.   
The Idea is to make food products easily identifiable to food intolerant persons.
