Eisen, Avalon, Inismore and Ussura do not have special modifiers for noble families, but do have modifiers for provinces (available to non-nobles as well). Variations also exist between subgroups in Vendel, Vesten and the Crescent Empire; but apparently this is not enough to (so far) justify any special modifiers for them (other than regional accents / language costs and the odd discount for certain Advantages).
The Tibesti (Fhideli to the Ussurans) are a proud independant nomadic culture who travel about Ussura (and formerly Eisen, in more peaceful times) in brightly colored wagons. They are known for their festive music, daring acrobatics as well as their trickster hearts - but are distrusted by most outsiders.
